Public Infrastructure Program - The State provides low-interest loans or grants for public improvements to local governments on behalf of businesses with expansion or relocation projects that meet program criteria and that demonstrate the greatest potential in the creation and retention of jobs.

Fund Use.

Block Grant Loans- The Community Services Block Grant (CSBG) Loan Program provides long-term, fixed-rate financing to new or expanding companies in exchange for job creation and employment for low-income individuals.

Community Action Agencies. The program is administered locally by 36 community action agencies in the state. It links federal, state and private financing by using Block Grant funds at low interest in combination with bank funds and equity.

Low Interest Rates.
Banks Not Eligible.

Small Business Loan Program The State provides market or below-market interest rate financing through lenders to Illinois businesses that will provide employment opportunities for Illinois citizens. It can fund up to 25% of total project costs up to a $750,000 participation.
